Specific rule broken:
7.2.1 Deathmatch is the act of killing or hurting another player (or damaging their property) without a proper roleplay reason.

How did the player break the rule?
As seen from provided POVs, reported party opened fire on Jack Elswick and initiated shootout without a valid RP reason to do so.
When asked what is their reason to KOS Shadow Cartel members seen at the scene, they stated that one of them "shouted hands up". This can not be heard in neither of the POV's provided and most likely is a lie.
Even if the statement is correct and someone actually shouted to raise our hands up, they did not take distance between characters and the weather conditions into account while using VOIP.

I yelled hands up but you kept running, can't hear it at all in the video, and I assumed you heard it. I thought you were running away just because of me yelling hands up. But it seems as if though you didn't even hear it. I guess this is just bad luck on my side. So no excuse, just the range and got caught up in the moment. Should've used /shout so you could hear me. But yeah, not gonna make any excuses. I just didn't calculate the range of the VOIP, you kinda were avoiding RP too, by running away. Let's wait for an admin to respond. Maybe the other guy in the report will have proof of me yelling hands up. I wish I had a better PC so I could've clipped my POV. I'm not lying about me shouting to put your hands up. I don't know if the admins can pullup logs that show that I actually did say that(probably impossible). But I can tell you this much. I'm an honest person, I rarely lie.
