Specific rule broken:
6.8.1 A no crime zone (NCZ) is an area, where players must not commit crimes, that would cause harm to another player or
their property. Players must not disobey orders of law enforcement officers but are allowed to run from arrest. A crime
that does not harm another player or their property is defined as a victimless crime.

7.1.1 Fear roleplay is the concept of roleplaying fear for your character’s life in situations where your safety is in immediate
danger when the attacker is in a position to quickly end your life at will. This can come in a form of having a weapon
aimed at your character’s head at close range, where reaching for your own weapon would result in you being killed
instantly, or where your life is in direct danger and any attempt to resist would result in your immediate death.
7.1.2 Examples, where your character’s life is considered to be in direct danger:
• When you are on foot and a weapon is aimed at you at close range;
• When the engine of your vehicle is stalled and a weapon is aimed at you at close range; (the vehicle wasn't stalled but he was still unable to use it)
• When the attacker lowers their weapon to write a roleplay response, your life remains in direct danger;

Also Im not really sure if running into the NCZ was a rulebreak itself 

How did the player break the rule?:
We were going to rob 2718 outside an NCZ, while he was being shot at he ran into an NCZ and was using a radio and his friend (7296) shot at us from inside an NCZ
In the video you can hear James Dingle don't shoot inside the NCZ or whatever, we classify the NCZ's as a NCZ zone IC'ly as well making it easier to explain, such as a gentlemans agreement at the location. 
The 'report' it bit is also IC as in report to the police etc... 
James Dingle has promised to change how he words stuff lol

Hey, you was ramming me near to the bank with no reason and you came there and started shooting at me. so you got killed not in NCZ zone you can go and check it. So don't cry for no reason you shooted us what should my guys do? Stay calm?

No they should leave the NCZ and shoot me and you shouldn't run into ncz and leave your car while being shot at

Self-protect isn't a crime btw you chased him trough that zone, trying to rob him, and then you shot, I must protect my friend in any way I can, so I shot at you. And the spot you got killed on is not even NCZ, you can check next to map, where it show's your location name.

I wasn't in a ncz, you were, and this is why i didnt shoot you earlier

We stopped shooting when he reached NCZ and respected the rules yet you happily shot us down and acted all big man all because you abused a rule, you're a joke.

So that everyone is aware, after discussing with a Head Administrator, if you are skirting the line of a No Crime Zone and start shooting after just being on the other side, it can still be considered a breach of the No Crime Zone depending on the situation. 

Drake_Hudson | Stranger 2718_5583 was already being shot at after trying to drive away so there is no fault for him getting out of the vehicle and trying to take cover. If his car had stalled and you still tried to give demands and he wouldn't obey, then he would be breaking Fear RP.

To make it easier on myself I actually call it an NCZ IC as a somewhat 'agreement' that we won't do crime there making it easier by allowing us to call it an NCZ IC. I was half and half when saying report I was meaning both admin and Police but I do try keep it IC just a really poor choice of words in a very quick situation due to adrenaline etc...

Honestly, I was a AFK inside my car (black/yellow elegy RH8) in the parking lot, but I heard shots and my mate screaming for help, so I rushed out of my car and shot, didn't even realized that it's still NCZ there (as the attackers who made a report was yelling as well "not NCZ, not NCZ"), situation was on heat already, had no time to check, only reacted.. My mistake, sorry for that. But as I said, it was only self-defense, I don't think this should be treated as a crime anyways.. They tried to kill my friend, I tried to help him, that's my point of view.

After reviewing the evidence and allowing both players to respond I will conclude this report.

James_Dingle | Stranger 5253_8909 will receive their third punishment for Metagaming for using the terms "Report" and "NCZ" over VOIP.

Airidas_Belekas | Stranger 7296_2276 will receive their first warning for breaching a No Crime Zone and their second punishment Deathmatching another player. The first person you shoot, with a shot gun, "Hossein", had done nothing at that point to warrant being killed by anyone. 

Hoxton_Curry | Stranger 927_7919 will receive their first warning for breaching a No Crime Zone by firing a weapon within the parking lot of Tequilala.
