Other players involved: Lots, irrelevant though - they didn't shoot or anything. Steve_Carwyn was there talking to me as it happened.

Specific rule broken: 

7.2.1 Deathmatch is the act of killing or hurting another player (or damaging their property) without a proper roleplay reason.
An attempt to break this rule will result in a temporary or permanent ban.

7.4.1 Kill on sight (KoS) is the act of killing a player with no engagement in roleplay.

How did the player break the rule?: Basically, I was talking with Steve_Carwyn and I saw a bunch of the green cars begin to pull up. Knowing how hostile they are, I tried to run into LSC for help. They beat me there and as I was climbing over the barrier, TBag got out the car screaming hands up and as can be seen from both perspectives, I complied. As my character was currently climbing, TBag got trigger happy and said I was still "moving" even though I clearly wasn't from both mine and his perspective.

This is the 2nd time this week TBag has Dmed me and I know he has done it to many others also. He is clearly not here to RP, he just thinks he is untouchable because he streams.

You can even see in his perspective how afterwards he knew he had broken the DM and KOS rule from what he said.

Hello its me Jemal_brown, i told him 5 times top stop and after fift time i shot him once, didnt know he was super low hp and would die instantly, our plan was not to kill him in first place, 2hours ago he snitched me to police and i got jailed - officer told me that Roberto_sanchez snitched me, not to mention after i got out of jail he tried to snitch me again to police infront of my face, so we decided to rob him, but as you can see in the video he didnt comply, he was goin towards the police which was 20m away, if he would stop instantly noone would shoot him,  the climb itself was considered not complying, all he had to do is stop moving, but he was keep moving started to climb so i consider it not complying,

You did not have valid KOS on me in line with the server rules so why finish me off? There was no need for the initial shot as from both perspectives from the first time you said stop hands up to me being shot down, only 1.5 seconds elapsed.

For the majority of the 1.5 seconds, I was in an animation for climbing over the barrier. You even see my hands up when I finish the animation from YOUR perspective.

You even hear you own guys saying don't shoot and you can see from your reaction afterwards that you knew you just broke rules once again.

There's no way to wriggle out of this one, very obvious that there was no RP which resulted in my dying due to you being trigger happy once again.

my reaction of you getting injured was that i was surprised that u dead instantly since my plan was not to kill you in first place, anyway whats up with you,you always trying to haras me in game calling police on me trash talk etc. you tried to ambush one of our guy at lsc today and i got told and i saw pedro with van ramming even my vehcile blocking entrances trying to harm us, OOC you keep making multiple reports on the situation that was already solved, if you dont like me dont interact with me i dont even care about what you do, but you keep doing shits to me for unkown reason. not to mention streamsniping i would like you to stop doing it. we both realise that you wouldnt stop by any chance you would scream for police since they were close, now you are trying to get me banned any way you posibly can trying to harash me and aftewards looking for any kind of mistake i make after you droping shits on me IC and OOC . i really would like you to leave me alone

Also as you can see on tbag's perspective (mine also but was not recording at the time) there was a really bad desync moment right there. On his screen he was not moving but on ours he kept running away.

btw i just remember less than hour ago they tried to hurt us by blocking lsc entrances and said - Get them, even tho we managed to escape,

@Charlie Mangione unfortunate the shootout was before i started to stream. but there were multiple vitnesses. including Liam Paige, and another 5-6 guys, Pedro and roberto sanches did robbed me in front of the all lsc workers and random civilians including my gang members, they took my smg and all other stuff, while robbing me my gang member saw everything waited for backup and tried to rescue me, they shoot most of the roberto sanchez gang members, but roberto and pedro got away with their scooby doo wan. so i did had valid KOS reason on both of them since they escaped, so we decided to kidnap Roberto Sanchez and rob him later on. thats why in video clip you can hear me saying hes not priority to kill. but duo to him trying to walk away when hes being chased and duo to his LOW hp , which i shot him 1 time just to warn him ( cuz i had intentions to Kidnap him you can hear it in clip again i was asking my guy who had space in car for him to take ) so it was a warning shot for him to stop moving since in my eyes and clip you can see he had to stop moving before he even climbed the wall, so he didnt complied with demands as he started to climb the wall and even moved on the wall. cops were 10 metters infront of him so in my opinion he would try to move even further to attrack them thats why i shot in his body once as he already failed to comply and would get a warning that he will be killed if he continues to walk. nobody knew and thought that we will get injured instantly since in this server you need to shoot atleast 6-7 times to a guy for him to drop down. and in clip you see me being mad on myself cuz i killed him and lost my kos so i couldnt kidnap him anymore which i never tried to kidnap him again. so both ways he didnt complied and i had reason to kill him, i do not see any rule breaks here. iw been long in this server and know DM KOS Rules. i had only 1 dm rule breaked since it was heavy situational and painfull accident which i learned from. I believe LSC workers should have evidence video or Liam Paige from that day, it just sad that i wasnt streaming at the shootout time

2 members from my gang were involved, not me. I stood on the sidelines.

Then, Jamal's gang got word that my gang were robbing Jamal and they stormed LSC shooting everyone (including innocent civilians - I believe this was an accepted report prior). They also gunned down their own guy (Jamal - no evidence of mercy killing but Jamal was not injured on the floor) in the madness and were just shooting everyone. PD stormed LSC and cleared up the remaining people. Most of Jamal's guys got either gunned down by PD or arrested and served max-sentence.

@Roberto_Sanchez thats a lie, you and pedro blocked both ways with vans, and you and pedro aimed at me guns while taking my smg, what are you talking about? my guys got out of situation clean since at the crime scene there was only Liam Paige at that time when your guys droped down, noone killed innocent guys since they ran away 

anyway. in this situation priority is Dsync which you can see in my and his perspective i shot him exact same second he pulled his hands up i Could not give him more time to response cuz he was already running away and ONLY cuz there was police officers in 5seconds from that place so it was situational, after i downed him i only finished him duo to him not having KOS on me or snitching to police and geting bolo from that, after enganing in gunfight and downing people you are allowed to finish him off. this was one time thing as i said before it wasnt intentional to kill him in first place, Warning shot was made only cuz he wont run to police who was 10 meeters away as he was trying to do in my screen. if we cant get KOS evidence from police or LSC workers, Im willing to return his items what he lost and apologise, I'm Not a bad person and i dont intentionally DM Players.

Also i would like to state out that this guy have personal issues with me for some reason, since my day 1 in server which was more than 2 month ago, i had only 3 forum reports which 2 was from this guy, hes clearly mixing IC with OOC and trying to do everything to twist things and get me banned, I'm already trying not to interract with thim since my last report and im doing it succesfuly, I'm Streaming and advertising this server, cuz i love playing in it i have massive ammount of friends in server including PD / MD / Mechanics / DCC and regular guys, becouse of this guy my character even Retired from criminal activities and is not involved with any of them, since i dont want to give any apportunity for this guy to twist things and get me banned. I dont want to get banned and leave all my friends here just cuz of this one guy.

I have no OOC/IC issues with you mate other than the fact you repeatidly break rules and twice now it has directly impacted me in a strongly negative way.

It's not a lie. I was blocking the LSC exit with my van a long time after this robbery as I knew you guys were wanted and were harassing people at LSC when police arrived you tried to flee so I attempted to assist the police by blocking the exit. 

During the robbery, I was not involved directly nor was I carrying out the commands - I was supporting my guys by unholstering my gun, but that is the extent of that situation. 

You did not have valid KOS on me so why shoot at all? Like I said, you gave me 1.5-2 seconds before shooting. Bare in mind that the average reaction time in most humans is 0.25 seconds (15-20% of the time you gave me) then you account for server latency (mine is 200-300 ms - another 20-25% of time given) and general processing time also. 1.5 seconds is not enough and as a result is a direct breach of rule 7.2.4 (A player must allow their victim enough time to comply with the demands and warn the victim more than one time, if
the victim is too slow to respond or react to the demands.). And also rule 7.2.3 (A player cannot kill their victim, if the victim is in compliance with the demands.) as you for some reason decided to then shoot me dead after invalidly injuring me.

 

I will close this by saying I have no OOC/IC issue against you other than the fact you feel you are untouchable and keep hindering my RP experience by breaking rules. Just because you stream does not mean yo can use it a favorable weight in reports against you.

sorry but this will be my last response, https://clips.twitch.tv/ConcernedInterestingBunnyKappaPride i stoped video second by second, i gave you litteraly 3 seconds to comply. my first shout STOP was when you were going close to wall. after my shout STOP you STILL climbed the wall, and you got reflex shot 1 time exact same second you put your hands up, it was heated moment so everything happend fast, we both know that if you wouldnt drop in 1 bullet i would stop shooting after you hands up 100% and just ran way since there was police close. it happend before and i never shot anyone who complied, have multiple vods as an evidence. I dont feel that i am untouchable and i dont ruin your rp intentionaly i dont even RP with your character. I am a streamer and i stream  not to break rules, but to make content for my community, I have never intentions of breaking rules, and you can see it in my streams how hard I am trying to obey rules of this server. I'm Proffesional CS:GO Coach ex semi pro player. so my reaction time is way faster than yours. i see in my eyes that you didnt complied and i reflex shot you cuz i saw you moving. I realise this is unlucky situation for both of us @Roberto_Sanchez I do apologise for what happen , i tried to reach you ingame to give you 20k for stuff you lost.

I never wanted to ruin your RP expierence, make sure you reach me ingame and il give you 20k for what you lost. that should cover it, and once again no intentions to harm your expierenmce in game, im Cool with you, just i feel that you are mad on Me OOCLY for some reason.

@Ynli, I do want to say that three (3) seconds is not enough time to comply with a demand even when a player in an animation like climbing the tire wall. Also, a warning shot is shooting into the air, not shooting at someone.
