How did the player break the rule(s)?  

ID 67 arrived at the Pier with a work vehicle from the construction job. He was wearing the construction work uniform and a white bandana. He walked up to me and ID 2 and jumps into his vehicle. He gets told to stop but runs him over but continues to drive off. The car was chopped a few minutes later. As we were driving around looking for the vehicle, we found an incident close to SADOC where ID 67 was not attending as he was busy chopping the vehicle.

Id 67 here, unfortunately i don’t have any footage of the situation because I didn’t told anything over PMs to save it or let me know if they’re reported.

first of all, I wasn’t  planned to do anything with that work vehicle or taking out the vehicle to use it as purpose and the logs can show that I did that work for a long time and the evidence that i can give here by saying is that I got like 10-15k with that job because I was doing it before that situation then after a long time of doing that work my character got thirsty badly (It was about to take my health because of that) then I decided to refill my empty water bottle and the closest place to me was the pier to refill my empty water bottle so I decided to go there and refill it [after I arrived, also Hadn’t parked my truck like that I have planned to do something because I just wanted to refill my bottle and go, after i refilled my bottle I saw 2 guys there and a mule and I decided to walk to them and I pressed F to steal the mule right away and go but the owner of the mule wasn’t looks like that he is the owner of it because he was near the mule before I take it and he didn’t locked it then at the moment I wanted to get in the mule he told me that ‘’hey please don’t take the car’’or something like that I don’t remember very well then he just come to near the mule when I get in and drive it [I didn’t planned for that or something because he just come near the mule when I was driving it, his character get under my car which is gta v mechanic and not in my purpose to ran him over] then I continue driving the mule to an alleyway to check whats in it then I found an alleyway close to the pier and parked the mule inside and checked the trunk and I found 2 crate and 1 bag then I decided to check them all and I didn’t get into the mule for like 1:30-2mins or over that time, after that I put the stuffs in the trunk again and drive the mule to my house which is close to the pier and put the crate and the bag inside my safes which was inside my house they can do /showvehicle and find the mule to take it back I was in my house and didn’t get into the mule for like 5mins] then after i put the stuffs inside my house and went out I saw the mule was in front of my house and they didn’t take it and at the moment the incident happened so I thought i would get the car back and continue my job but I realised that I can get 4k if I chop the car and the incident did not give me that much money then I wanted to leave the job but I could not because of the truck which I took out then I decided to chop the mule faster and go to my job then after I arrived at the chop shop and didn’t get into the mule to not let the /showvehicles to show the mule they didn’t respond for thier mule once so after I chopped the mule and at the moment the incident just handled then I go to the integrity apartment and found a sport faggio which was took out by someone for rent and I ride it again to the HQ of the work and continued my work.

After reviewing this report and evidence attached to it, we've decided to accept this report and issue these punishments to the following player(s):

• Shadyar_Rzgar (ID 67) - NonRP Warning | Actions that are unrealistic or promote poor quality roleplay are considered as non-roleplay. The reasoning will be explained below.

We request all involved players to read the following with full attention, as we believe that the players need learn from this situation.

The situation:
The provided footage shows player Shadyar_Rzgar(ID67) parking his work vehicle on the pier before approaching the railing and refilling his water bottle. He is then seen running from the side of the pier to the mule, owned by Tim_Rusoe(ID2). He proceeds to get into the mule and drive away from the scene, colliding with Tim_Rusoe partially as he does. This collision can be seen as accidental due to the movements of Tim_Rusoe and Rage collision mechanics.  

Upon further investigation, it was found that Shadyar_Rzgar did not start chopping the vehicle until around ~14 minutes after the initial theft. The time between the theft and when the vehicle was chopped will be discussed in further detail below. It was also found that Shadyar_Rzgar had done the incident management job prior to the theft, as well as resumed the job after the vehicle was chopped. This leads us to believe that the theft was not premeditated and was done as a crime of opportunity, rather than abuse of the work vehicle.

Provided statements:

Shadyar_Rzgar stated that he went to the pier to refill his water bottle and saw an opportunity to steal the mule. In his statement he explains that he found items inside the mule that he wanted to store away. He then made the choice to chop the vehicle rather than respond to the incident scene due to the higher reward for it. This explains the time difference between the theft and the time the vehicle chop was started, as mentioned above. Shadyar_Rzgar then stated that after he chopped the vehicle, he returned to the incident job HQ and resumed his work. Our investigation confirms this statement as being true.

Final verdict:

After our investigation we have concluded that Shadyar_Rzgar will be receiving a NonRP warning for unrealistic behaviour. This warning will be issued for unrealistically refilling your water bottle from the pier. This is seen as poor quality rp as there is no way to realistically refill the bottle with the water level being so far beneath the pier. In the future, we ask that you refill from the shoreline or otherwise in an area much closer to the water level. We would also like to remind you to keep realistic usage of work vehicles in mind. When a job location is in Vinewood, for example, there are much closer spots to refill water bottles than going all the way to the pier. Please keep this in mind going forward.

We have found no issue with how the theft was conducted and, as such, will not be issuing any punishments in relation to that. With the large time difference between the theft and the chopping of the vehicle, we ask the reporting party to remember that there are other IC methods of handling these situations, such as utilizing vehicle tracking or calling 911 to report the theft.
