How did the player break the rule?: As you can see by the evidence provided, the player decided to punch me multiple times in a No crime zone(7.2 or 6.8)(not sure)
Further on in the video he also decides to start to mix ooc and ic (6.3.2) If you then refer to the screenshot I have attached you can see that he also then decided
to insult me in ooc

It is clear from the evidence that Ricky_Sanchez | 1190_370 did not have a valid reason to attack you in the NCZ (standing too close to him) and was speaking OOCly using VOIP. 

Ricky_Sanchez | 1190_370 will receive his first punishment for Deathmathcing and his first warnings for breaching a NCZ and Metagaming.
