How did the player break the rule(s)?  (300 words maximum)

ID 55 Looted a .50 x28 from my Bifta without any prior RP, in a high-density area, and as I was attempting to park. 

He shortly after this logged out after I spotted and called out his location to my nearby gang members.

The events from my POV went as follows:
I picked my IC brother Teddy_Gambino from Paleto and bring him down to his lab in the city. 
I proceed to drive to public parking, at Legion Square to log out.
There is someone over the parking area when I pull up so I honk my horn.
The person in front of me begins to struggle his way out as I try to deal with a stranger hopping into my vehicle and make room so I can park my Bifta. 
ID 55 robs the .50 from my storage. 
I /report 4 the events that just happened then continue the RP
I let my gang members know that I have just been robbed via Radio (typed); letting them know the location, car make/car color, and direction of travel.
ID 68, my other IC brother, Apollo_Gambino turns up at Legion Square around 5 minutes after the initial call-out. (Blue Overcoat, Black Vortex)
ID 55 soon thereafter comes by in the same vehicle as he left in.
At this moment I call over the radio via VOIP that the vehicle the person who robbed me in was driving just passed city parking. 
Apollo notifies me that he will be "10-5 seconds" over the radio via VOIP.
ID 55 comes right up to the parking spot, parks his Dubsta, and logs out. 

Information that could potentially lead to meta can be found in the full-length evidence so I will send it to staff dealing with the report!

I did steal the .50 and i considered after that it was a bit non-rp but also was this player standing still after i stole from him whereas when i am robbed im sure to finish the rp first instead of standing still after someone's robbed me  , about me leaving i left because my frames were dying and my rage just said waiting for game when i was trying to load back in i even wrote a question in the discord at the time after i left until i got supported and my game loaded back up, when i joined back a few mins after there was no one there.  About the rp scenario i was expecting to have a little chase after the robbery but the player didn't do anything which i felt he didn't engage in rp after being robbed.

This is often an argument brought up by people when questioning my RP attempts.
To begin, I was unsure if anything was stolen until I had unparked my Bifta. By that time you had already fled.
It would go against my best interest to try and chase someone who had just stolen a firearm off me, unarmed.
I am unfortunately seasoned when it comes to being robbed at public parking and 9/10 times they return to park their vehicle with the weapon stored inside so I cant retrieve it. 
In this instance, although I didn't manage to get armed myself, I was the first one to find ID 55 and actually had multiple armed gang members at Legion Square moments away from the reported party logging out before we could initiate any form of aggressive RP.

Thank you for you patience while this report was being investigated.

After reviewing this report and the evidence along with the statements provided, we have decided to deny this report.

• The reasoning for this denial can be seen via the evidence provided. The reported party Oli Johnson (ID 55) was not actively involved in any direct RP at the time of logging off. The rules regarding Non-RP (Combat Logging) states

  Quote

   Players should not instigate situations they do not have time to play through. If a player is chased they must wait 15 minutes before they can log out of the game.

  From the time that Oli Johnson (ID 55) stole the firearm to the time that he logged off there was never an attempt to continue RPing with him. Whether that being a chase, or confrontation. Instead it can be seen in the footage that you never leave the parking lot, even upon Oli Johnson (ID 55) returning there was no attempt to continue RP prior to him logging off. It can also be seen that Oli Johnson (ID 55) was in fact experiencing performance issue's as he asked questions of what to do in the ECRP Discord. Though we do not excuse that for logging off during active RP there was simply no active RP for him to take part in that would prevent him from logging off. 
• As for the claims of Non-RP that situation was handled in game by a member of Staff.
