How did the player break the rule(s)?  (300 words maximum)\
We (Underground) had just very quickly planned out a bank robbery as we assumed a majority of LEOs were busy with other situations we were witnessing. We had a low amount of people but decided to go in and skip over the wall safes as a concession for our numbers. IDs 190 and 140 entered shortly after we started our heist. We considered opening fire on them but reconsidered it as we knew they may call for backup that would out number us greatly. They radioed it in and IDs 47 and 232 joined shortly after. They began grabbing cash off the table and afterwards following myself and saying "to wash the cash through them". They brought LEOs to myself multiple times as they were more focused on following me then the active threat of law enforcement. Those involved had no idea what was waiting for them on the other side of those doors and the realistic response would have been to leave immediately or attempt a fight of some sorts. No one knew who they were prior except for the fact that they were Shenzhen.

Hello and thank you for taking this report!

As everything happened extremely fast and tension was very high, footage was saved only several minutes after the event by myself and I was not able to inform the reported parties or my allies to save the footage.

Hey, Pasha Wayz here.
We discovered Underground robbing a bank, which triggered this situation. When we came to a stop outside the bank, we decided to give a few extra hands after observing their lack of hostility towards us. I didn't expect them to appose, and they didn't, they were literally laughing. They accepted our assistance allowed us to enter inside and even enter the vault with them. To be honest, I don't think your roleplay has been affected in any way, and it may have even been improved. If you've suffered any losses as a result of this situation, it's entirely your fault, and blaming us is selfish. Despite the fact that it was an unusual setting, I found it to be pretty interesting and entertaining on my part. That would be all from my side.

Hey, Mudar Smith here. I was ID 190 in this situation. As pasha has previously stated, we had found underground robbing a bank and we decided to give a helping hand since there was no hostility shown at that time. When we had entered ID 194 of which was pick locking the door said "see all that cash, We all gon be rich x3" meaning that they have allowed us to come in and start grabbing cash. We then asked if there was any scouts and they had said they do and they had informed us when there was a cop outside which indicated a sign of friendliness and help offered by Underground. they obviously had no issue with us being apart this robbery and the table was not cleaned in the end indicating that their RP wasn't affected as they lost nothing in that situation. That would be all from my side and thank you.

I was the last person to pull up to the bank. Pasha and Moe were already inside helping with the bank. When I first entered I was not told to leave or anything it was just everyone being friendly with each other, so I assumed there was no issue in what we did considering we weren't told to leave or no hostility was shown what so ever. Underground kept us updated on what was happening and were giving us callouts on everything that was happening. 


I'd also like to point out how I never offered to launder it through us. I went to underground HQ and I was already dressed in pink from the bank, I then found an underground member who was also inside the bank and offered to take the packs to go launder it immediately. I never said I would launder through us. I also never brought any LEO's on anyone at all through the entire situation. I was never told to save POV from the situation, so I don't have it.

Thanks for the staff who are taking the report,
Just about everything was said in the other replies but to keep it quick, I heard that a bank was being robbed and I went to go check it out I saw underground was inside so I put on pink clothes hoping not to be noticed as Shenzhen after I had gotten in the bank they seemed to not really care what was happening and seemed more than welcoming us to help them rob the bank. They never said once they didn't want us there and showed no act of aggression towards us at all. Once I left the bank I switched cars and changed outfits and was never chased by PD and hadn't seen an underground member after this interaction with them.

I would like to mention that I do not have POV of this since I was never asked to save it.

A few things I would like to add to provide some context here.

 

Shenzhen is an enemy organization that has harassed us very repeatedly, even less than twelve hours ago from making this comment; I was harassed for simply being Underground, nonetheless it’s leader. We are aware we cannot fight Shenzhen on any form of equal terms as there is a variety of factors that both they and we know would cause them to win a multitude of those engagements; which forced us to allow them in and us not be able to respond. You can clearly hear the distaste for the situation by one of our members and most of our members were simply willing to allow RP to play out and “take it in the chin” so to speak. We did not suffer from a financial loss, but our RP was effected to a negative degree as an enemy organization that has openly talked about wanting to kill us in the past typically would not assist in a bank robbery with a group they want dead and disbanded like they have repeatedly told us. 
 

I would like to apologize for not informing anyone to save their POVs, as we did not decide to report the situation until much later and had gotten clarification if this could be within the realm of NRP and we all decided as a group to go ahead with this report.

To put my side to this then I haven't had an interaction with any forms of underground ever since some of Shenzhen helped them with a kidnapping. Since then I've been told that Melody wanted a meeting which I assumed were about relations between Shenzhen and Underground. Ever since they were helped with that kidnapping, then I have not seen nor heard any beef between the two organizations, I'd like to say that if I was aware that the issues between our factions were still hostile, then I would not have done this. When I first entered the bank there seemed to be no issues. I did not think there was any forms of rivalry between the two organizations considering we weren't told to leave and everyone was making jokes in the bank. As mentioned then I know we've had issues in the past, but I figured that was over after the help of the kidnapping, I thought things were fine assuming Melody wanted a meeting. This is everything from me.

I will only respond if asked to do so by staff! ❤️

Thank you for your patience as we reviewed this report as well as the timely responses to all the inquiries posted. After taking all statements into account as well as collaboration with fellow staff members, we have come to the decision to deny this report.

With the above stated, we would like to use this opportunity to address the overall situation, the proposed rule break and the rationale for the denial.

1. Situation Overview

As we look over the provided video evidence, it can be seen that the reporting player along with fellow faction members are in the process of a bank robbery attempt. While set up was being arranged and the robbery initiated, the reported players organically arrived on scene and witnessed the activity begin. After waiting a few moments in attempts to not disrupt a timed portion of the initiation (to which the message in faction chat was utilized to prevent this), the players proceeded to enter the bank and join. Numerous comments were exchanged such as comments about getting rich as well as pertinent information as to the overall crime (ie: scouts) and the safety of it. At the same time, one of the involved players was communicating primarily over their radio frequency about the situation and the subsequent joining of the reported players and informed members on said frequency to proceed with the robbery. Law enforcement arrived not long after the robbery began and players began fleeing from the situation as quickly as they were able to do so.

2. Rulebreak Claims 

The situation at hand is being reported as an unrealistic action primarily due to hostility of the faction involving the reported players and their involvement in the action of a bank robbery. While reviewing the situation, we unanimously wondered where the hostility of the reporting player and faction was as we see none of it be it within the reported evidence or replies on this thread. It can be said that yes, the location was a bit odd for interjection, however, once more, not an ounce of hostility was witnessed and projected. Instead, what took place was casual banter and jokes thus giving what would appear to be the free clearance to participate in the activity. Had this situation progressed differently, the claims may have more validity, however, it was played out in a completely in character manner with the action/reaction all lining up in a sensible way that can be considered valid response to in character interactions happening at that present moment.

3. Closing Statement

It is incredibly important that when proceeding to make a forum report, players review the Player Report Requirements and Guidelines. Within this report I see no semblance of loss or victim status and as noted above, I simply see an in character situation that was handled as such - in character. For the situation to be different, one should take different actions. To intentionally not present with hostility on the side of the reporting player and faction, that was a choice that was made. To expect a different outcome with no interjection on your own behalf is somewhat poor and unreasonable. Ultimately there was no present hostility, no request for the players to depart, no snide remarks, no outward hint at distaste and only cheerful comments that were practically inviting the participation. Please note that this is a very individual situation and as such I would like to remind all that situations are reviewed independently and on a case by case basis. The ruling on this report comes from a combination of the statements and evidence provided and as it is an unlikely and rare situation, should not be viewed as a blanket ruling for all situations in the future.
