  2. Player(s) being reported: ID 95 and 66 Date of interaction reported: 8/11/2019 Unix time stamp from HUD: 1565563156 Your characters name: Clint Masterson Other player(s) involved: No names, but ID 95 and 66. Specific rule(s) broken: 14. Deathmatch (DM) Deathmatching is the act of attacking a player or their property without a proper roleplay reason. Examples of valid reasons to attack another player: • If they attempt to arrest or hurt you, an ally, or damage your property. • If they report you to the police for a serious crime. • If they are not in compliance with demands, attempt to escape, or call other players for help in a situation where they are required to display fear under fear roleplay rules. A player cannot kill their victim if the victim is in compliance with the demands. A player must allow their victim enough time to comply with the demands. If a player informs you that your VOIP isn’t working, you must either fix your VOIP using appropriate commands or use text to deliver your demand(s). Vehicles cannot be used to attack another player more than once including a failed attempt. Attacking another player with no engagement in roleplay is not allowed. Killing a player that has obeyed all orders and demands during a roleplay situation is allowed, with roleplay, only within 3 hours of: Severe hostile or criminal action is taken against you, e.g. someone is robbing you at gunpoint. (Excluding police aiming a gun at you.) Someone is attempting to take your life. Someone is attempting to take the life of your close friend or ally, or if you have witnessed it happen. You must explain your reason to kill to the player IC and have OOC evidence proving your reason. Player Theft, Prison Breakout, and Kidnapping Players cannot force their victims to withdraw money from an ATM, sell property, or sell vehicles. Players cannot force their victims to hand over assets that are not present in the area. Players cannot steal from players with “NEW PLAYER” above their head unless it is in retaliation. Players with the (( NEW PLAYER )) tag that deliberately insert themselves into or start active crime scenes lose their new player protection during those illegal activities. Players may not steal from their faction treasury as the F4 menu is OOC. Players are allowed to kidnap or to take other players hostage for these specific reasons: • You have to have a roleplay reason to kill the victim in accordance with the a, b, and c points under DM section. • If you attempt to commit robbery of a property, you are allowed to hold the players within that property until you have finished the robbery. An NPC is not a valid hostage. • If a hostage situation involves police in any way all of players involved in holding the hostage may not take another hostage for 1 OOC week. Permission for prison break must be approved by a Moderator+ prior to the attempt. Players may participate in no more than 1 prison break attempt within 1 OOC week. Official Factions may attempt 2 additional breaks in the case the prisoner is the faction leader. How did the player break the rule(s)?: As seen in the video, I'm driving around on my way home and decide to fib around with the individuals around, Not intent on reporting them or the like. I then got cock blocked by the flappy gate behind the store and got knocked off my bike, which came with 'hands up this rob' and I complied with no issues. After answering their questions, they shouted for me to get into the trunk. This was when they found my badge, as I was off-duty, then they began to contemplate killing and or kidnapping me. Which I brought up in ooc, Though they didn't seem to care as I was still able to 'report' them to the police. The reason why I started speaking up in OOC is due to these two players seeming rather new and or already have a number of offenses on their account for similar things like this. Due to the small size and the fact I was now being kidnapped, They never took my knife, told me to get into the passenger seat and we drove off. I decided to spare them the trouble of resisting since I was easily able to use my knife or cause the driver to crash with roleplay. We made one stop, There they spoke about executing me, then we got into the car once more. They took me to the top of the train tracks and told me to jump off of the bridge at gun point, Which I simply replied and complied as I didn't want these two to have a reason to report me for failing to obliege by fear rp. Once I did jump, They commented IC'ly and ooc'ly that they didn't actually want me to. (Though they likely wanted a reason to bypass nlr/dm and me having a reason to get back on-duty to find them if I did walk away.) Before then beating me to a bloody pulp as I was injured, I made multiple reports as the scene went on, but eventually Redhot answered it after I was killed. My computer then decided to crash as I was reviewing footage and I decided to not log back on and head to work. Evidence of rule breach:

Player(s) being reported: ID 206 - ID 40 Date of interaction reported: 11/06/2019 Unix time stamp from HUD: 1560217965 Your characters name: Patrick Ferrera Other player(s) involved: ID 76, ID 193, ID 134. Specific rule(s) broken: 13. Fear Roleplay (FRP) Fear roleplay is the concept of roleplaying fear for your character’s safety and life. Examples (but not limited to), where your character’s life is considered to be in direct danger: • When you are on foot or bike and a weapon is aimed at you at close range. • When you’re in a vehicle that is stalled or turned off and a weapon is aimed at you close range. • When the attacker lowers their weapon to type or roleplay, your life remains in direct danger. • Driving a vehicle in an active shootout more than once without the intent of protecting a friend, fleeing with it, or using it as cover. Examples (but not limited to), where your character’s life is NOT considered to be in direct danger: • When you are in a car which engine is not stalled. • When you have a firearm drawn and are facing the other person before they attacked. • When the attacker’s view is obstructed by an object or when they turn their back on you. As a victim, whose life is in direct danger: • You must display reasonable value for your life and comply with the demands of your attacker. • You cannot call 911 or call your friends or allies to aid you. How did the player break the rule(s)? We responded to multiple calls related to pink guys robbing at the mine and at the foundry, back and forth, never stopping. After arriving at the foundry, this time, we manage to find them robbing someone. We approach them but decide to flee, running over one officer as well. After following them on foot, they stall their vehicle, so I aim my shotgun at them, giving them orders to step out of the vehicle but still refused, even my collegue, Lex Roth, gave them orders, screaming pretty loudly. They attempted so many times to turn their engine on back again even though we were giving them orders and the engine was obviously stalled. The video is basically self-explanatory. No Crime Zones (NCZ) A no crime zone is an area where players may not commit any actions considered crimes. Players must not disobey orders of law enforcement officers but are allowed to flee. The /NCZ command and HUD notification are indicators of being in a protected area although it is up to administrator discretion if your actions are in violation of NCZ rules. If a player uses the NCZ for protection the attacker must wait for that player to leave the area. Players may not go to a NCZ after engaging in criminal activity resulting in an ongoing chase. NO CRIME ZONES: • “Tequil La La” club, “Yellow Jack Inn” bar, and the block around them. • All government offices, law enforcement offices, hospitals, banks, and the blocks around them. • Los Santos Airport, Bus Depot, Department of Motor Vehicles, and the block around them. 14. The act of killing a player with no engagement in roleplay is not allowed. How did the player break the rule(s)? So basically I was at the bank when I saw 2 person's argueing, so i was getting ready to go in LSD lab and make some drugs or talk to other peoples when i was leaving i saw one of the man leaving so i left that place to and was about to go, to LSD lab when all of the sudden i heard the sound of someone hiting someone I went there and I saw both guys that were argueing earlier and the guy on hakuchou drag that he ran over the other guy in NCZ! I think ID 99 is the one that rammed the vehicle. Neither made any attempt to type out commands or do any type of roleplay. No weapons were drawn when they got out of their vehicle, so I made the decision to reverse and attempt to get away. They proceeded to shoot at the truck while it was 100's of feet away. Then they proceeded to chase the vehicle and at one point opened fire without any interaction save for one instance of "pull the truck" while the truck was moving. Opening fire to rob someone without any roleplay interaction whatsoever and hence, should be documented for the new players that were involved. Maybe they thought that they could rob the actual truck of money? But opening fire on a person with no RP, is a violation of server rules as I understand them. They should've at least made some attempts to type, since those vehicles are not very fast, I would've seen a /shout. Evidence of rule breach:

Me and my colleague were patrolling around, not going to any specific call. We went to Bayview to check and when we arrived we got info of a man that according to them made threats. The man (ID 44) was carrying a gun and a mask. As the man already started running I decided to follow the man and tried to stop him to get his story, turnign sirens on to make him aware of our precense. The man kept running so we went out of the cruiser (code 6). I had my taser equiped to try and stop the person from running if he kept going and to keep harm to a minimum. The person climbed up the ladder and no interaction was made yet between us (the officers) and the man running. The man stood ontop of the barrel storage tank and started shooting (hitting Steve Martinez in the kevlar vest). I innitiated a code 1 tac 1 over the radio and returned fire as the man was shooting at my colleague. Again, we drove after him after he already ran away before we even did something. We had barely any info and tried to interact as we can not just assume what was said was true. No interaction of roleplay was made.
