Players must not disobey orders of law enforcement officers but are allowed to flee. The /NCZ command and HUD notification are indicators of being in a protected area although it is up to administrator discretion if your actions are in violation of NCZ rules. If a player uses the NCZ for protection the attacker must wait for that player to leave the area. Players may not go to a NCZ within 15 minutes after engaging in criminal activity or using it as protection from a resulting chase, unless you are turning yourself in to law enforcement. If a player informs you that your VOIP isn’t working, you must either fix your VOIP using appropriate commands or use text to deliver your demand(s). Vehicles cannot be used to attack a player on foot more than once, including a failed attempt. Vehicles cannot be used as a weapon in an active shootout unless it's unavoidable when fleeing an active shootout. Killing a player that has obeyed all orders and demands during a roleplay situation is allowed, with roleplay, only within 3 hours of: Severe hostile or criminal action is taken against you, e.g. someone is robbing you at gunpoint. I was approached by a guy needed cash quick and would sell his elegy retro for 100k and was very believable but I only had 75k on me. OOC he assured me he cant lie with /do commands and we can make a contract at the bank and have it all legit. We met at Los Santos bank. I was in a NCZ, we made a contract that stated "Player 87 writes contract 75k first and another 25k by the end of the week, for the elegy retro custom". I signed and gave him the money, he deposited the 75k into bank. We went out to the car to transfer car over and as soon as I got in he floored it down the street making sure it was too fast for me to get out or do any action. There was nothing to RP or comply to. I did not consent to get kidnapped he would not stop, I asked to do transfer at the bank, he would not even slow down or tell me where we were going. We got to a dirt road and I was ejected from car. He then ripped up the contract in front of me, robbed me and I died. All in the daytime when bank opened. I did not consent to getting kidnapped, we were in a NCZ, we made a contract, there was no action I could have done or rped. He used ooc tactics. There was no reason to scam kidnap and kill me. All my money is gone and I feel this is very unacceptable as I haven't even entered the city again yet. His phone number 5125118, he said his name was Roland. Below is 4 pictures. I take my gun and start robbing him but shortly after doing so his friend comes out with no radio or communication between them and he rams my car into me. Player Theft, Prison Breakout, and Kidnapping Robberies are to be conducted in a realistic manner and require the robber to have a reasonable in character motive. High risk, but little reward robberies are deemed unrealistic and should not be performed. Robberies should be performed in secluded areas where there is a low chance to be seen by witnesses. Desert and forest areas could be considered secluded but potential witnesses should be taken into account. Players cannot force their victims to withdraw money from an ATM, sell property, or sell vehicles. Players cannot force their victims to hand over assets that are not present in the area. Players cannot steal from players with “NEW PLAYER” above their head unless it is in retaliation. Players with the (( NEW PLAYER )) tag that deliberately insert themselves into or start active crime scenes lose their new player protection during those illegal activities. How did the player break the rule(s)? 173 - Attempted armed robbery around populated area at 4pm. Close to HE, apartments, highway, huge public road, sidewalks. 220 - Took his gun out through /me same as 173 around populated area without attempt to do it stealth. People above had 0 reason to rob me as i just logged in and was cruising around unless they can provide something else. Guess that im being a threat to them or being affiliated with rival gang is not enough. As you can see in video 95% of people didn't knew me, their people claimed im not affiliated as well. Took me to a huge parking lot with few different floors right behind Taco bank which is not secluded at all. Attempted a robbery with 10-15 people around all scattered around me on sidewalks, public roads. High risk low reward. ID 342 is seen running into a bush before a shootout starts as seen in my video we run up to her she is given demands to drop her gun and put her hands up you can see she reaches to grab her pistol to drop it then puts it back and puts her hands up already not responding to one of my demands then when i tell her to get behind the house as i know her allies will start to engage from the roof we spotted them on she refuses to follow my demands and follow me behind the building as she knows her ally would shoot me from the roofs and she walks in circles away from me if this player had dropped her pistol like original instructed i would have moved behind the building and been fine rather then having to stay aimed at her to continue with demands that she refused to listen to. As shown in this clip i was attempting to cut the hair of the man we just robbed at gun point because he came back after we robbed him and started to talk a big game. So we got him on his knees and as shown in the clip the reported party 153 consistantly was mixing calling out my ID and so on. But after they did not get the attention they were seeking from us they proceeded ( 345) to run me over with the money truck injuring me and then proceeding to drive off. They were "randoms" at the scene that had nothing to do with the current chasing and robbery, they say people getting robbed and decided it was a good idea to go up to them and start randomly trying to spark a conversation. It strarted up by ID 31 and id 221 rolling up and down at the docks looking suspicious, i had heard of a guy and a girl on a bike trying to steal bags down there before. as the girl (id 31) picks up the bag i take out my gun and give her demands to stand still while right in front of her. she contiues running and as i chase ID 221 Hits me with his bike to give her time to run. as i get up ID 31 jumps of the peir and injures herself, which just seems NonRP. As well to take into consideration, its in a public place in daylight, and there is a very low reward for such a risky robbery. I got him on gun point and he told me he was about to log off and was moving furniture in his RV. He stated he would have known if his RV was getting towed and impounded. After that he said that he really had to go and logged off with other officers surrounding him. He had an UZI on him with modifications and did not have the time to frisk for any other items. He, other officers and I called an admin to explain the situation and what to do but he decided to log off because he had to go. I don't really want him punished but I want to go further with the RP if that's possible without him storing anything he had when he logged out. We proceeded to chase him around to scare him, we also made IC threats to their gang cartel or whatever it is. Later we chased him again, just to scare him, and we decided to just let him off. Later i was just cruisin around town and i stop at one of the apartment complexes. I notice that im being chased but i didnt take note of it and just called it out on radio. Even after RPing that we checked for glue, they still insisted that there was glue that prevented us taking off his mask and cutting his hair (evidence at the start of the clip in the chat box). This is very obvious powergaming. ID 319 + 172 - They pulled up to where we were robbing his friends. This was also questionable which I will cover later in the report. None of us had guns out, and the only one who did was hidden behind the building. They start immediately shooting at us from the Novak with no demands. (DM) ID 172 + 304 + 319 - ID 304 did not have a radio on him. However, his friends conveniently are able to figure out where we have moved him to rob him. There was no point where the player told his friends via SMS or anything where he was, so his location should have been impossible to find by his friends. They very obviously metagamed his location so his friends could pull up and try protect him. Usually I wouldn't report over something like this considering they were clapped in less than 5 seconds and nothing was lost, but we have had run ins with these players before. They have kidnapped Husq_Pinkman from a NCZ after he was injured, and they stripped off his clothes without /me or /do commands. They then proceeded to rob him. They have changed their radio frequency in front of us even when they have had guns pointed at them. They have tried to jack our cars even when we have our guns on them. These players are just ruining our experience, and I would like to see them punished. If they have evidence to prove that they did not indeed metagame, powergame and DM us, I'd be happy to drop the report. How did the player break the rule(s)? Now let me start from the beginning. My friend (Arturo Fernandez, ID 87) and I, got a hold of the toll booths at one point. So we were working and player 384 got irriated that I had taken the booth from him. He asked me several times to give the booth back but I was not going to. At first I was standing outside the booth and then I heard player 384 say to one of his friends "try to run him over". Thats where the first two video clips come in. After he said "run him over", his friend, player 432, got on a motorcycle and tried running it into the toll booth (you can see this in clip #1). At this point I had gone inside the toll booth to try and avoid being ran over but he continued to try and vdm me. You can see him in (clip #2) again try to run his bike into the booth. This by itself if an unrealistic rp senario because they are trying to run me over just because Im working the booth. After they failed to run me over, this is where the deathmatch occured (Clip #3). Player 384 goes into the booth and turns off the cctv camera. I respond by turning it back on and this is where I attempt to call the cops because they were harrassing us. When player 384 sees this, he responds by pulling his gun on me and telling me to get off the phone. When I dont, he shoots me and I go down. Then players 248 and 432 procced to check my inventory and take items off of me. As this is happening player 384 tells my friend (ID 87) to put his hands up and drop his gun. When he doesnt, player 384 shoots my friend. Then he (player 384), along with player 432 loot my friend. Let me say this all happened because I wouldnt give them the toll booth. They procceded to shoot us because I was calling the police for harrasment. Then they took advantage of this and robbed us. This senario makes no sense as it is unrealistic because we are in a populated area. YOU DONT KILL SOMEONE BECAUSE THEY ARE WORKING A JOB YOU WANT. Also the fact that they first tried to run me over is also unrealistic. you can see in the clips, player 432 tries to run his bike into the booth multiple times. Also if you pay attention to their dialouge in chat, you can see that they are talking about harming me. They whispered to each other multiple times and im sure it was them contemplaing how they would kill me. My friends were robbing this guy and he got him cuffed , we asked him to open the door then he just disconnected , Also before this happened we were waiting at their door , his friend ran away when he saw us (We were pointing 2 guns at him) so we shot him down , then we went inside his apartment all of a sudden ID 527 came inside and we killed him as well cause he started shooting us . After he died somehow he managed to comeback to his house after 2 minutes . He locked the door but my friends were still there so they caught him . Then this happened . On the second footage you can see the robbery we did before and his body is on the ground as his friends , his friend knew we were outside probably so he put a wall and blocked all the stash loot inside bathroom probably cause we saw smoke coming out but there was no drug tables , they just hided them inside . Non-Roleplay (NRP) I saw my friend being picked up from the ground by some stranger so i decided to prevent the robbery by acting in self-defence on behalf of my friend. As shown in the video I proceded to run the guy over who was robbing my friend and as he was about to die he disconnected. 3. Powergaming (PG) Dont have any evidence on this either, but he broke PG rule by not giving any chances for the other player to retaliate or roleplay in any way. 4. As shown in the video the person did not fear or care for his life. Only an admin can pause roleplay therefore he left himself to die just to try to disconnect from the server. Rules (8,9,15): players 141,360 have preformed a theft infront of +3 players including a paramedic without using VOIP, chat, Radio, whispering or performing any form of RP, in a busy place such as the entrance to the mining job, which can definitely breach these 3 rules. Rule(14,15): player 384 has ran me over using his car and then tried searching my crate but frankly, I don't know whether he intended to hit me by his car or not because I was crossing the road. Deathmatch (DM) Deathmatching is the act of attacking a player without a proper roleplay reason and interaction. Examples of valid reasons to attack another player: • If they attempt to arrest or hurt you, an ally, or damage your property. • If they report you to the police for a serious crime. • If they are not in compliance with plausible demands, attempt to escape, or call backup. A player cannot kill their victim if the victim is in compliance with the demands. A player must allow their victim enough time to comply with the demands. If a player informs you that your VOIP isn’t working, you must either fix your VOIP using appropriate commands or use text to deliver your demand(s). Vehicles cannot be used to attack a player on foot more than once, including a failed attempt. Vehicles cannot be used as a weapon in an active shootout unless it's unavoidable when fleeing an active shootout. In a situation where a player gets away from an incident where they're being chased/pursued, they must wait 15 minutes before they can logout. Players should not instigate roleplay situations if they do not have time to play it through. Players who ignore answering roleplay commands directed at them, e.g. /do. In a situation where a player’s game crashes or the player is kicked from the server, they should be allowed to have the same advantages as they have had before their leave. 13. Fear Roleplay (FRP) Fear roleplay is the concept of roleplaying fear for your character’s safety and life. Examples (but not limited to), where your character’s life is considered to be in direct danger: • When you are on foot or bike and a weapon is aimed at you at close range. • When you’re in a vehicle that is stalled or turned off and a weapon is aimed at you close range. • When the attacker lowers their weapon to type or roleplay, your life remains in direct danger. • Driving a vehicle into an active shootout more than once without the intent of providing cover for a friend or yourself, or fleeing with it. How did the player break the rule(s)? So as seen in the video, I am currently waiting for somebody to return from combat logging and this postal trucks comes out of nowhere. He then does a U-turn and I knew exactly what his intentions were; he came straight towards me at full speed. if I had not have known what he was going to do and moved the last second he would have for sure injured me. I then see he crashed his vehicle so I head over towards him to attempt to arrest him, while he has an SMG pointed at him at close range he proceeds to punch me and then after a short interactions while I attempt to cuff him and get MD on the way he combat logs.
