I responded to their call and as you can see in the screen shot i uploaded he states that hes Stuck in an alley which was a weird thing to me. when i got there i saw them both staying in the alley without even moving, first i asked them if they are injured ID 112 just said that they are perfectly fine, then i started to ask them OOCly if they are bugged or frozen, he answered me ICly via VOIP as you can see in the video. so i decided to help them out since they were bugged and there were no one from Staff team On-Duty. [ it's obvious in the video that they couldn't walk out of alley and they were bugged ]. so i used /invehicle command for them both to teleport them inside the ambulance and it actually worked, then ID 112 just got in my ambulance and drove away while it was only OOC actions. When we came to try and rob the player, before he was walking there so he was not afk, we said hands up and said to drop his gun when he started typing, this in my opinion was just an excuse, because he knew he had a friend behind the shop ID 8, who would call the police, also you can see ID 98 multiple times typing and not sending anything to chat, it may be MG, as he could tell his friend over PM to call police, i have no verification of it, just my thoughts. But in my opinion this is clearly stalling because more than 30 seconds passed, and ID 98 on purpose waited and did not respond to our demands. (If ID62 or his friend has footage leave it below please) i told ID50 to stop hitting him because of the way he injured him by pointing a gun saying stop hitting him. he then drove off and ran me over making it his third attempt of VDM. Player ID 140 took my motorcycle, a black w/red highlights Nightblade LIC# 3R2CD6D0, from outside the bank, a NCZ, without my consent. ID 140 shortly logged (unable to /PM anymore) out and I was able to recover my motorcycle. However, my bag, containing clothes & work equipment, as well as a .50 cal pistol with ~26 rounds was missing from the motorcycle inventory. Player ID 140 committed the following crimes. GM06 xmulti Petty Theft - Taking another person's property without consent of a value less than $5,000. ID 140 took a bag containing sets of clothing, work equipment, etc. GF10 x1 Grand Theft - Taking the property of another person without consent of a value over $5,000. ID 140 took my .50 Pistol that was contained in the inventory of my motorcycle. GF11 x1 Grand Theft Auto - Taking someone else's vehicle without consent. ID 140 took my vehicle without my consent. Unix DT 1572705602 - @0:08 ID 140 begins walking north down the sidewalk outside the bank towards my motorcycle. Unix DT 1572705650 - @0:56 ID 140 can be seen, just behind the chat box of the UI, taking my motorcycle without my consent and leaving the area north bound. The rest of the video of me realizing what happened. I attempted to /pm ID 140 but no response was given. I do not have screenshots of these /pm attempts. I did not think to capture them as I am not familiar with the reporting process with this being my first report. I was able to recover my motorcycle as it appears ID 140 had logged off the server, however my other items were still missing. I also submitted a /report 4 in game.

But a couple of second later they steal the bags again. I told him to drop it, he sold it quickly. Then his "friend" gets in the car and hits me and his "friend". So i witnessed a crime scene of an ally being arrested, just me being there and a shotgun being shown on my back resulted in me being chased for a lengthy period of time by a enemy gang. in the video ID 42 who was in the passenger seat starting shooting at me and kept doing so without me prior harming or doing any damage beforehand. Powergaming (PG) Forceful roleplay that does not give the other player a chance to roleplay their own response is considered powergaming. Other players must be given a chance to roleplay outcomes of actions. Roleplay of unrealistic actions like super strength is another form of powergaming. All statements in /DO must be factually true in the roleplay as it sets grounds for roleplay. Player Theft, Prison Breakout, and Kidnapping Players cannot force their victims to withdraw money from an ATM, sell property, or sell vehicles. So, I seen a guy trying to rob my car, I chased him down to talk with him, and he just pulls his gun and starts shooting at me, I PM'd him, and he accused me of running him over, which is why he was "Allowed" to shoot me, But we never ran him over, I find the fact that the guy just pulled his gun and started shooting with no roleplay, or threat made prior kinda bull... This was player 23, He left mid DM, I aske dhim for evidence that we ran him over as he claimed, as sometimes there is client side issues (Lag or whatever) and this report wouldn't be done, he "Lol'd" and then left the server from timing out. Then, a couple cars rolled up and started circling, Player 87 jumped out and screamed and shot me, while I was trying to figure out how to drop the gun, to put in my vehicle. - As he started it took me by surprise, and I turned, and he just shot me.... I was heavily bleeding, it's a losing fight for me, again, I feel this is really shitty (Exscuse the expression) but he just got out and said "Put your hands up retard" and shot... I get he may have felt I was going to shoot him, but a heavily bleeding person with a pistol, against a guy with full health and an uzi.... First off, I want to apologize for the excessively long video, my language and some OOC comments as this was incredibly frustrating situation to have to deal with. This player started off doing some incredibly ridiculous behavior in the NCZ on Mission Row. Sliding sideways into MR, parking improperly, then being hit by a BUS and then walking away and driving off. Decided to let it go as, as you can see, he had a new player tag. We continued our RP but it only lasted 3 minutes before he proceeded to crash into the same bus with his vehicle. I attempted to initiate a traffic stop and figure out what was going on. As I was catching up to him he jumps out of his car and attempts to get a bike parked in the NCZ, I initiate a pursuit but after a few hundred meters he Austin Powers his vehicle into a pole. Again, because of his tag we gave him many, many chances to RP properly and even attempted to assist him with which commands he needs to use. While attempting to cuff him he ignores RP and continues to try to run off, hence why we taze him. We proceed to RP wrestling him to the ground, then on a cruiser so we can search and ID him. Even with coaching and multiple attempts to RP he, either through ignorance or refusal, does not reply or attempts to continue running. We finally are able to get him in a cruiser and I transport him to MR to get Mugshots, Fingerprints and to charge him. After another attempt to run he begins to comply again. I am able to continue RP and get him back in the cruiser for transport to DOC. As I am leaving MR he decides to jump out of the cruiser after i RP locking the doors/no handles. He gets injured so I need to call for MD. He claims he pressed the wrong key. Confused the F2 key for F or something. I again gave him the benefit of the doubt and continued to RP. He is transported to Central where I am ready to receive. He promptly turns around and runs inside. I run inside after him, taze and attempt to cuff him again. I, at this point, needed to Force RP as he refused to respond. I become fed up at this point and attempt to file a report. He returns at this point and I continue to attempt to RP with him. He gets in the cruiser and I attempt to transport him, again, to Bolingbroke. About a mile down the road he proceeds to Timeout and never returns. According to a few people I asked, I showed extreme patience, as I did not want to soil someones experience on the server. I remember being new on the server and had no idea what was going on. I attempted to teach the player some basic RP things and he refused to learn. I did not want to have to file this but over the course of the night I checked to see if he came back at any point, allowing us to continue RP. He never came back, forcing me to write this report. If he can admit he learned his lesson, I am willing to cancel the report, but from what I saw, he was absolutely not here to RP. Evidence of rule breach:

Deathmatch (DM) Deathmatching is the act of attacking a player or their property without a proper roleplay reason. Examples of valid reasons to attack another player: • If they attempt to arrest or hurt you, an ally, or damage your property. • If they report you to the police for a serious crime. • If they are not in compliance with demands, attempt to escape, or call other players for help in a situation where they are required to display fear under fear roleplay rules. A player cannot kill their victim if the victim is in compliance with the demands. A player must allow their victim enough time to comply with the demands. If a player informs you that your VOIP isn’t working, you must either fix your VOIP using appropriate commands or use text to deliver your demand(s). Vehicles cannot be used to attack another player more than once including a failed attempt. Attacking another player with no engagement in roleplay is not allowed. Killing a player that has obeyed all orders and demands during a roleplay situation is allowed, with roleplay, only within 3 hours of: Severe hostile or criminal action is taken against you, e.g. someone is robbing you at gunpoint. (Excluding police aiming a gun at you.) Someone is attempting to take your life. Someone is attempting to take the life of your close friend or ally, or if you have witnessed it happen. You must explain your reason to kill to the player IC and have OOC evidence proving your reason. 13. Fear Roleplay (FRP) Fear roleplay is the concept of roleplaying fear for your character’s safety and life. Examples (but not limited to), where your character’s life is considered to be in direct danger: • When you are on foot or bike and a weapon is aimed at you at close range. • When you’re in a vehicle that is stalled or turned off and a weapon is aimed at you close range. • When the attacker lowers their weapon to type or roleplay, your life remains in direct danger. • Driving a vehicle in an active shootout more than once without the intent of protecting a friend, fleeing with it, or using it as cover. Examples (but not limited to), where your character’s life is NOT considered to be in direct danger: • When you are in a car which engine is not stalled. • When you have a firearm drawn and are facing the other person before they attacked. • When the attacker’s view is obstructed by an object or when they turn their back on you. As a victim, whose life is in direct danger: • You must display reasonable value for your life and comply with the demands of your attacker. • You cannot call 911 or call your friends or allies to aid you. 8. Non-Roleplay (NRP) Actions that are unrealistic or promote poor quality roleplay are considered as non-roleplay. Examples of actions that are considered as non-roleplay: • Cop Baiting - Provoking a reaction from emergency services without a realistic reason. • Mercy Killing - Asking to be killed by a friend (Killing a friend falls under deathmatching). • Unrealistic stunt jumping or the use of an expensive vehicle to ram into other vehicles. • Spawning a scripted work vehicle and using it for crimes or submerging any vehicle in water. • Swimming in water for an unrealistic amount of time or without a destination during a chase. Players who disconnect during roleplay must reconnect and inform other parties in order to resume roleplay. If you are unable to reconnect it may be excused after providing proof. In a situation where a player gets away from an incident where they're being chased/pursued, they must wait 15 minutes before they can logout. Players should not instigate roleplay situations if they do not have time to play it through. Players who ignore answering roleplay commands directed at them, e.g. /do. In a situation where a player’s game crashes or the player is kicked from the server, they should be allowed to have the same advantages as they have had before their leave. How did the player break the rule(s)? We were chasing people who were driving in the sandking because they painted their truck with our colors to impersonate us. Then as we follow the truck one of their guys starts shooting at ID 80. In the second video he intentionally rams us with an expensive sportscar.
