+1, I haven't been able to play until today (Still lag issues), After driving and testing it out, I'm not sure what they were thinking this far from realistic at all.
Below is a video of me driving a round trip from HE in the city to Paleto and back, As you can see if I didn't have VIP I would not of even made the round trip. The drive itself took 7 minutes and 14 seconds, If you were to add that to @DrPathetic Method, it would be 28 minutes and 56 seconds, Or 12 miles IG and OOC before needing to refuel your tank. That would cost you $1,400 for a 7 minute drive, Yes the prices are IG but even at the price before the spike it would still cost you around $800.
The VSTR works out to around 0.12 miles per 1% of fuel with a maximum of 12 miles to one tank of fuel without VIP.Here below is the cars Fuel mileage IRL

As you can see the car has a average of 321 miles per tank of fuel with 45% highway and 55% city driving, That is 26 times smaller then the 12 miles given IG with this car.

In Eve Online, they have a Security Level for certain star systems. Basically the idea is that some areas are more secure than others.
We have in our server, the NCZs but elsewhere on the map, there are certain areas that are more dangerous than others.
I feel like while there would still be some restraints on this, there is more realism to the idea.So my suggestion is that we designate each area as either a Red, Yellow or Green zone.

These would be legal job locations/dropoffs, clothing stores, legal faction places of employment, LS City/Paleto Town Gas Stations, barber shops etc.. -
Yellow Zones would be zones where crimes that draw attention i.e. robberies, murders etc.. wouldn't be allowed during the daylight hours (IG 8am-8pm)
These would be most of the areas of the map. It makes a lot of roleplay sense for crime rates to spike at night and for police departments to be more alert when it's dark.
It's also common sense, so it would be quite easy for the less experienced players to understand. Once it starts getting dark in a yellow zone, the idea being that if you're not a criminal you'll need to take more care when being in those areas. -
Red zones would be zones where there would be no limitations on crimes that draw attention aside from the other server rules.
These would be areas that specialise in illegality such as the gang NPCs, drug labs, chop shops etc..
If you are in these areas, you are there for an illegal reason anyway so it make sense.
I think there has to be certain exceptions, for players that shouldn't be robbed no matter what.
- New players.
- Players doing legal jobs such as Mining, Fishing at the Pier, Oil, Money Transport etc..
- Mechanics, MD, Taxi Drivers and Weazel News - they're performing either life saving or helpful functions for everyone and not taking any sides.
- Law Enforcement - I'm not saying this because I don't want to get robbed, I never have anything useful anyway but there is not really a reward big enough to make the risk worth it.
As how would people know what's what, pretty simple. At the bottom left of the screen near the map, a small coloured dot next to the area.
If you are engaged in an RP inside a red zone or a yellow zone after dark, you can still be robbed as the situation would be a continuation.Something like that.
I still think this is the best option by far, Yes it was a problem before, in saying that there are robberies that happen everyday IRL for little to no reason in public. IMO what @Bala suggested is a very good idea.

Not gonna get to far into this, but as a criminal i can tell you every shootout we have there is PD that arrive in seconds, There never seems to be situation that pd cant handle IMO, I also notice the Police Pursuits you guys have, You pull nearly all your resources to catch a warrener if its felony evading but that's not the subject here.

New rules
15. Player Theft, Prison Breakout, and Kidnapping-
Robberies should be conducted in a realistic manner with reasonable in-character motive using secluded areas. Players should not conduct minor robberies in situations with high risk. Desert or forest areas are considered secluded but witnesses should still be considered.

One cannot force victims to withdraw money, sell script assets, or give assets not present IC.

One cannot steal from players with NEW PLAYER above their head unless they have deliberately taken part in an active crime scene in which protection is temporarily lost.

Players may not steal from their faction treasury as the F4 menu is OOC.

Permission for prison break must be approved by a Senior Moderator+ prior to the attempt.

Players may participate in no more than 1 prison break attempt within 1 OOC week.

Players are allowed to kidnap or to take other players hostage for these specific reasons:
• You have to have a roleplay reason to attack the victim in accordance with the DM rules.
• If you attempt to commit robbery of a property, you are allowed to hold the players within that property until you have finished the robbery. An NPC is not a valid hostage.
• All included players may not take another hostage for 1 OOC week if police are involved.
The robbery rules need to be changed back or adjusted IMO. Since the rule was implemented it has been used as a severe ruleplay motive. I feel like if we want to rob someone IC the robbery should be kept IC, If we want to rob someone and risk going to jail for Armed robbery, Unlicensed firearm/Illegal, Brandishing a firearm, Face concealment, Receiving stolen property + more charges. It should be on us as it has IC consequences like several IRL hours in jail and big fines not OOC robbery rules.
Nearly everything PD does is deemed IC and i don't feel like criminals should be subject to these rules when there is so many IC consequences for criminals as it is. One robbery can lead to you spending 5+ hours in jail 50k+ in fines and losses/Impounding in a few seconds of fun. I feel like this rule is slowly killing the server and needs to be changed.
Here is my tipping point. I had just logged in and heard there was a chase happening over a Triad trying to rob James from LFM. During the chase i see an irish and followed him to see if there was going lead me to an ambush. During me following him i did not once give call outs nor did i tell anyone i was even following him, He then says in OOC after 30 seconds of following him "Reason for the chase" instantly going into /b ruining immersion. I told him to cut /b and continued to follow him. After a while of no ambush i stopped following him without giving any calls on what i was doing, Nothing had come from me following him, he was not robbed or hurt in anyway and then i was pmed from him again saying "What is your reason for the chase?" "And if so, Do you have proof providing your reason? Alright bet, Save your POV" All of this for following someone without even doing anything.
This rule is majorly impacted from ruleplay and is ruining the crim life, at least for me and i do not wish to partake in 21 questions everytime i log in and drive. This rule alone is making me not want to log into game anymore as there is already way to much IC consequences for criminals actions as it is.

Currently when new players die they keep all items they have on them, What i've noticed is a lot of people are coming to the server ban evading/hacking and abusing the new player script that allows you to do this for 5k exp, And if you make a new character before hitting the 5k exp it resets on that character allowing you another 5k EXP. I think the new player EXP should go back to 1k like it use to be especially with the new robbery rules in place making it a lot harder to be robbed without doing anything illegal.
I feel like if this was reverted back to 1k EXP it would stop a lot of the "New Players" running around with micro smgs etc and stop them from being able to abuse the script and die with all there guns/items allowing them to respawn and do it again.

-1 I understand the idea behind it but it makes no sense rply at all, IRL majority of guns owned by criminals come from gun stores legally then turned into illegal guns not hand crafted. As of right now owning turfs has a lot of RP and work as it is, For aztecas we need 1100+ Drugs per day to maintain our drug turfs alone, We then need to chop up to 15 cars at our chopshop turfs just to maintain it. Bringing in warehouses that require you to get metals and materials to then be able to order it is even more work on top of the amount needed to sustain the turfs as is.
"The current import system for gangs produces virtually no roleplay" - This is wrong IMO, the old system with the laptop required no roleplay at all, you would be inside your house making orders and not have to even leave and if you did you would just walk up to the crate press E then drive off, This system we have now with turfs, You need to manually go to the turf check the power you have to sort out the amount of items/materials you can order, Then tell the people who want the orders to bring back the cash to turf and make the order. Following that once it arrives at the locations you have to place down each crate and manually pry open each crate allowing more chance of RP to happen from people/gangs/police seeing you sit there for 10 minutes unloading the drop. Not to mention to be able to make orders you need to maintain the turf which in itself is an immense amount of RP.

Issue/bug you are reporting: Since the new UI update i Cant access doors and safes placed at my warehouse, I can go to the max distance of the building range and place a door out the front on the road and i can access it, once i am around a wall it seems to not work.
Expected behavior: To be able to open doors and safes outside.
Evidence, notes worth mentioning, steps to replicate: Try and access the safes i have placed down and the back gates

The highest rank in the familia, promotes members up the ranks under the council of his high command. Oversees diplomatic aspects of the familia and provides oversight of all operations. Is responsible for, and determines military alliances.
Mano Derecha acts as the treasurer of the familia and right hand of El J'efe. Looks after political and business endeavours. Looks for new business opportunities for the familia and protects the interests of the group. Provides resolution for issues within the familia's hierarchy.

Aztecas are no stranger to war, but the current situation became personal. After the defectors lost Aztecas their connection to the cartel, they once again had to pick themselves back up. The Church was lost also in the midst of this battle, in what felt like the lowest blow. But again, Aztecas do not give up. The defectors started employing tactics of dressing up and meeting with our enemies, but to little advantage. Confusion was seen in the faces of our allies when people dressed in our colours began to attack everyone around them.
Meetings were scheduled between Aztecas and other gangs to ensure there was an understanding of the current situation. Support was shown by almost every corner of the City and the vatos felt re-invigorated. But the problem of the defectors still existed, wearing the iconic blue skull mask that the Aztecas had worked so hard to earn. They knew what they had to do - rip it from every one of their faces.
In the midst of the chaos, a man reached out to the Aztecas and set up a meeting, stating they were from the Cartel, looking to gain information on the current situation. Just by their presence, the Aztecas regained their confidence that their connections were not lost for good. It was explained to them that the heart and soul of the Real NLA still existed, and we had dropped the “Novo”, we are no longer the New Aztecas, but the heart and soul of the group, the true Aztecas.
Known for the iconic half face blue skull mask, gray colours in particular their vato checkered shirt and baggy pants, the Aztecas will continue to fight until the defectors remove their mask and gray colours. A simple request.
Still bouncing their gray lowriders through the streets of Los Santos, the Aztecas have never forgotten what it took to get to their current position. They represent the Cholo’s and Chola’s of the City and ensure that the Latino’s and Hispanic’s always have someone who they can turn to for protection. When the vato’s are not in their lowriders, they are easily distinguished by their gray sports cars that they have worked so hard to earn, most of them having come to the city with nothing.
The Azteca’s are not afraid of hard work, they were born through dedication, triumphs and failures. With that said, they still require goals and aspirations for their familia.

When someone tries to take everything from you, do you crumble or continue?
Aztecas was formed through blood and sweat over years of work. Aztecas always has been promoted as a familia, but the strength of the group comes from the love and loyalty that is shown by each of us.
Aztecas was once known by another name, Novo Los Aztecas. For years, Novo Los Aztecas has fought for the rights of latinos and hispanics. Born in the Barrio of El Burro Heights, South Side Los Santos, this group formed to give protection for the familias in the Barrio. Driving the iconic lowriders and bouncing through our hood was what we had come together for, they would provide protection for the families living close by.
But sometimes this protection breeds war. War is something no member of Aztecas has been afraid to get involved in, but also brings out people’s fight or flight reactions. During the great wars of the city, including one that lasted for years between some of the up and coming gangs in Los Santos, respect was earned through battle and politics.
But during these hardships, the founders disappeared leaving the group to die in El Burro Heights, where it had originated from. Things felt hopeless and the remaining members were left to fill the voids of leadership. New alliances were formed, politics were handled, people worked harder than ever.
War raged for years. But we never gave up, even when others did. Fighting alongside or against almost every gang, cartel and mafia in the city, the true heart and soul of NLA never left. We earned respect under the watch of our true El J’efe.
No matter what struggle we faced, nothing was going to destroy us.
Belief and faith in the hispanic community is vital, and the Vatos of El Burro jumped at an opportunity to own a Church in Paleto. They packed up their things and moved to Paleto and began to create a new life but never losing spirit. Once moving into the town of Paleto, the locals were concerned. The SD department seemed to look at us with disdain, often abusing their powers to conduct searches and raids on the Vatos in the Church. But again, the true Aztecas never gave up. Every Sunday, a gathering was held in the Church for the public to attend, and never turned away an enemy. New relationships formed and the Church became an iconic landmark. The streets of Paleto seemed full and the town became more prosperous.
Ally or Enemy knew where to find us, always driving around the carpark on our bikes, or bouncing or lowriders. But it was a safer location than the open plains surrounding El Burro.
Years of fighting, work and struggles, no matter who we were against or with the heart and soul of the group remained. People joined, the group became strong and we became a recognised force in the city. Everyone was proud to have the respect they had earned and were happy living in peaceful times, with the true leader giving each of us the inspiration to continue no matter what was being thrown our way.Nothing felt like it could go wrong, but we never forgot who we are, the struggles we came from, or how much we had done to get here.

But when the going gets good, people want to use it for their own selfish gain.
One day, the Vato’s were contacted by the Cartel and told of the possibility of receiving imports through the Mexican connections they had built, something everyone was so proud of. Although NLA at the time was strong with numbers and power, 5 existing members of NLA decided that they would create their own “sect” to use the reputation, power and respect that they had earned in the city for their own self gain. They would continue to use our colours, but make their own decisions and manage their own politics. This was the final straw for the Vatos. For all the blood and sweat to get to this point, a group of defectors was not going to use the power the vato’s had earned over years of work. These people had left during every difficult situation the vatos were put in. They claimed, on the surface it was said to return to El Burro to return to the “roots” of NLA, but the true reason was to gain advantage to the connection to the cartel. Members who had not received promotional opportunities by showing no efforts and their futile demands for respect, wanted the high level access that was being granted to the High Command. Things are earned not given.
An ultimatum was given to them, either drop the iconic gray colour and mask that had earned the cities respect, or choose war. The meeting ended with the 5 defectors on their knees.

Assuming you had 400k EXP, If you were to play for 5hrs per day, 7 days a week you would make $17,500 (The cost of ONE impounded car ) If you were to play the same amount of hours for 365 days of the year, You would make a total of $840,000 total in salary. This is about one medium to high-end free car per year if you saved all of your salary and spent 1,680 hrs online. Yes you would receive more money over the year as the EXP goes up but its $100 per 100,000 EXP its a reward system for playing on the server for longer no different then paying for VIP.
I fail to see how this could even remotely help the economy at all when there's options to use OOC money and can buy apartments and cars at the click of a button if you have the money to spend IRL. As it stands PD/MD are one of the richest players on the server since there really is nothing for them to spend there money on apart from assets.
