The loan companies do get taken from the inactive parties, I think this might be an nice idea if you tweak it. People with criminal charges higher than failing to pay fines or wreckless driving will get the loan rejected, It could be made like a bank in real life when you apply for a credit card - Instead if cash should be a card feature that you need to do an anim taking cash from bank or atm just like you do with locking and unlocking your car.

These things is probs never goin to change as if you could rob a police officer it would just be cops and robbers where people would try and get an excuse to rob the officers for free guns, You as a person takes risks and if that's a risk you wanna take by buying weapons then you will lose it. I dont think dmv or police station should do this. I think you should go to the government hall to get this sorted by an interview by a governor,mayor or judge

If you like working in the city apply for LSPD if you like working up north Apply for LSSD. People opinions will change and it will go to become vented post very quickly But id say what i said above is the factor your gonna apply.
